ABC was created to empower non-medics by providing two professional registers one for Scotland and one for England, advocating for fair regulation, and offering education and resources to help practitioners thrive. We work closely with industry bodies, government agencies, and policymakers to ensure that non-medics are represented, protected, and given the same opportunities to practice safely and ethically.

SCOTTISH GOVERNMENT LOOKING TO IMPLEMENT AESTHETIC REGULATIONS AND LICENSING BY SPRING 2026
Is it really that surprising, we have known for a while that regulations and licensing was coming! So why suddenly are we seeing such surprise by practitioner's that this has been announced in Scotland and not England (yet)!
Contrary to some in the industry who have been busy saying England is further ahead and going as far as to state Scotland will catchup, its actually always been the case that Scotland is further ahead, after all they have HIS ,(Healthcare Improvement Scotland) which currently regulates medics in aesthetics, England has non of that (yet)!
The Scottish Government has already held its first aesthetics consultation in 2020 with regards aesthetics and beauty which ahs given them a good basis on what they need to work on, moving forward the Scottish Government has said it will finalise the consultation with the release of the final stage consultation within the next few weeks and certainly before Christmas, the consultation is expected to be open to the public for between 6 to 12 weeks, this will then be reviewed and move ahead during 2025 with recommendations and implementation of regulations should be by spring 2026.
What will be brought in? Whilst nothing has been confirmed yet, it is widely expected that after the consultation has been reviewed and regulations/legislation introduced that
Qualifications will be required
Suitable insurance will be required
Clinical oversight will be required
HIS registration or similar will be required
We know that the Scottish Government will bring more in and we will update the above list as when the information is released.
We will also have a further update and clarification on Thursday 7th Nov with regards all of the above after Tina has had her meeting with Owen from the Scottish Government.
Whilst no one can categorically state what will be required treatment and qualification wise for practitioners, please do not sit back thinking you won't need qualifications, it is clear that everyone is going to require qualifications and whilst we do not yet know what these will eventually look like we do know that the qualification framework is already in place and yes there may be tweaks here and there but they aren't simply going to reinvent the aesthetics qualification wheel, especially given that it meets NOS as well as also being OFQUAL regulated and meets the various criteria set by various self governed bodies who are involved in the consultations process both in Scotland England.
While we understand why some practitioners may be holding off to see what happens, to be frank, this approach is short-sighted. If you haven’t yet started working toward aesthetics qualifications, we strongly encourage you to begin now. These qualifications can take up to two years or more to complete. This isn’t about spreading fear, as some on social media suggest, but rather a practical consideration. Currently, these qualifications are the most affordable they’re likely to be and are comparable in cost to some CPD courses out there.

URGENT UPDATE
Earlier this year, we reported that some local authorities were enforcing specific bylaws related to SPMU (Semi-Permanent Makeup) and taking action against practitioners lacking proper qualifications. We anticipated that similar measures would extend to aesthetic clinics and salons, and in October 2024, this has indeed come to pass.
Environmental Health Officers (EHOs) in Manchester have begun inspecting clinics and salons, requesting thorough evidence of prescriptions (with a clear paper trail) and seizing any products that either lack prescriptions or cannot be traced properly. Additionally, cease-and-desist orders are being issued for body sculpting treatments, requiring practitioners to stop these services immediately upon receiving a notice or visit.
This enforcement is set to roll out across England over the coming weeks and is expected to be implemented in Scotland as well. Practitioners are advised to prepare by ensuring all necessary documentation and prescriptions are in order.
